Community organization is a structured approach that enables members of a community to:
Identify and rank their needs and goals
Build confidence and motivation to address those needs
Mobilize resources through cooperation, shared practices, and active participation
This process is rooted in the principle of community involvement.
ASSUMPTIONS UNDERLYING COMMUNITY ORGANIZATION
Practitioners of community organization operate with the following beliefs:
Communities are capable of developing the skills and strength to solve their own problems.
Individuals have both the motivation and ability to initiate meaningful change.
People should be involved in decisions that affect their lives and surroundings.
Changes that arise from within the community tend to be more lasting and impactful than those imposed from outside.
Democratic systems rely on collective participation and shared responsibility in community matters.
Just as individuals need support to overcome personal challenges, communities often need guidance to organize effectively.
STAGES IN THE COMMUNITY ORGANIZATION PROCESS
1. Identifying the Problem
Begins when someone notices a concern within the community and takes steps to address it.
This person is referred to as the initial organizer, who may or may not stay involved throughout the process.
2. Establishing Entry into the Community
Especially important when the organizer is not a community member.
Requires building trust and relationships with key figures such as:
Local leaders
Business owners
Educators
Political representatives
Activist groups
3. Mobilizing Community Members
Success depends on engaging individuals who are already motivated to solve the issue.
These early participants form the core group that drives the initiative.
4. Conducting a Community Assessment
May involve approaches like locality development, social planning, or social action.
The goal is to understand the community’s challenges, strengths, and needs.
5. Setting Priorities and Goals
Based on assessment findings, the group identifies which problems to tackle first.
Goals are established to guide the intervention.
6. Choosing Solutions and Strategies
Multiple options are considered for addressing the issue.
The group evaluates each based on:
Expected outcomes
Community acceptance
Resource requirements
One or more strategies are selected for implementation.
7. Implementation, Monitoring, Evaluation, and Adjustment
The chosen strategies are put into action.
Progress is tracked and outcomes are assessed.
If needed, earlier steps are revisited to refine the plan — a process known as looping back.
ROLE OF THE COMMUNITY HEALTH NURSE
Community health nurses play a vital role in supporting and guiding community organization efforts:
1. Advocacy
Ensuring community voices are heard in health-related decisions
Promoting policies and programs that support wellness
2. Capacity Building
Helping communities gain the skills and tools to manage their health needs
Offering training, technical support, and access to resources
3. Facilitating Collaboration
Connecting stakeholders to work toward shared health goals
Encouraging communication and resolving conflicts
4. Planning and Execution
Assisting in the creation and rollout of health plans
Conducting assessments and evaluating interventions
5. Evaluating Outcomes
Measuring the effectiveness of health initiatives
Identifying areas for improvement
6. Health Education
Teaching community members about:
Disease prevention
Healthy living
Accessing care
7. Providing Direct Services
Offering home visits, case management, and health education
Supporting individuals and families with health challenges
8. Community-Based Research
Investigating health issues affecting the community
Designing and testing interventions to address those issues
